Mission Statement
The creation of an enabling environment for the
proper up bringing of orphans abandoned and neglected children in
Sierra Leone by empowering them and their families to live together
in the love and security of a family.
HANCI-SL’s Vision
HANCI-SL’s Vision is a world where every child
has the opportunity to grow up to full potential within the love and
security of a family.
Historical Background
HANCI-SL was started in 1994 by a group of Sierra
Leoneans in order to provide shelter and care for children orphaned
by the war and whose relatives could not be found at that time. Its
sole aim was the facilitation of an enabling environment for the
proper up bringing of children orphaned by war, and abandoned and
neglected children of Sierra Leone.
Initially HANCI-SL started working with only
twenty-four children who were separated from their parents as a
result of the rebel invasion in the East and South of the country.
During these trying times HANCI-SL’s work was concentrated around
the northern headquarter town of Makeni until that city was over-run
by rebels in December 1998 when our operations were forced to
relocate.
HANCI-SL continued its work throughout the war
without stopping and now works in five parts of Sierra Leone:
Freetown, Makeni, Kamakwie, Bo and Mattru.
HANCI-SL continues to operate as a national
organisation without regional bias.
At the moment HANCI-SL is registered with the
Ministry of Social welfare, Gender and Children’s Affairs and with
the Ministry of Development and Economic Planning and has gained a
national recognition in the area of working with teenage girl
mothers and street children. HANCI-SL is also a member of the Sierra
Leone Association of Non-governmental organisations (SLANGO). |

After an evaluation review in 2005 commissioned by its main partner
Hope and Homes for Children in the United Kingdom, HANCI-SL reviewed
its projects moving from a war-time relief-oriented to post-war
development oriented programmes. The year 2007 was for the
organisation a time of intense planning activities to phase out the
then existing projects and introduce the new ones
Policies
At the moment, HANCI-SL has a Gender Policy and a
Child Protection Policy (Draft) in place.
The constitution of the organisation has also
undergone extensive revision to reflect the recent innovations.
A five-year strategic plan (2007-2011) has also
been compiled and agreed upon with all the partners.
Projects
The planned or projected activities have been put
into three broad grouping:

Integrated Child and Family Reintegration (ICFRP)
project. Locations: Bo, Makeni, Kamakwie, Tambakha, Mattru.

Teen-age/Girl mothers Project. Location: Makeni,
Bo, Freetown.

Street Children’s Project. Location: Freetown,
Bo, Makeni (later)
All other activities (medicare, vocational
training, Farm Resources, Small Family Home) come as components of
the three project groups.
Activities

Advocacy – raising community awareness on the
rights of women.

Sensitization of communities on the plight of
vulnerable children, especially girl mothers and Street Children.

Empowerment of single-mothers and extremely
poor families.

Child and family reconciliation.
-
Accessing the Rights of vulnerable children and
their communities to education and other social amenities.

Empowerment of girl-mothers and street children
through skills training and employment support.
Achievements
-
Construction of an emergency children’s centre
in Makeni 1996.
-
A safe and successful operation to move 115
orphans and over 20 caregivers from behind rebel \lines to
Freetown (1998 – 2000).
-
An individual non-residential child sponsorship
project to benefit destitute orphans and under privilege children
in (1997 – 2006).
-
The implementation of a broad-based foster care
programme (2000 – 2006).
-
The establishment of a child-based medical
clinic services (1999 – 2006).
-
The establishment of three large children’s
centres in Bo, Makeni and Kamakwie (1996 – 2003).
-
Direct support for over 1,300 children in
families throughout the country (1997 – 2006)
-
The training in practical job skills for over
300 single women as breadwinner of their various families and
provision of the same with starter facilities (2003).

The opening of a vocational training unit for
teenage mothers in Bo. (2003) Freetown (2005) and Makeni (2006).
-
The opening of a teenage mother and baby unit
in Makeni (2002).
-
Changing government education policy on
admitting girl mothers into formal schools (2005).
-
Reuniting 200 teenage girl mothers with the
families and communities. (2004- 2006).
-
Initiating a girl-mothers and street children’s
project in Freetown – 2007
-
Initiating an integrated child and family
reintegration project as a replacement for the foster care project
in Bo, Makeni, Mattru, Kamakwie and Tambakha.
Aims and Objectives
-
Working with communities to identify very
vulnerable children and families in remote rural communities for
relevant support and protection.
-
Provision of facilities for skills training for
vulnerable children, their families and communities.
-
Provision for educational facilities for all
child beneficiaries mainly below the age of 18 years.

Provision for children’s community development
services towards strengthening vulnerable families and their
communities.
-
Provision for social and economic reintegration
activities for teenage mothers and their babies.
-
Training of street workers also training of
trainers for same.
Target Beneficiaries
HANCI-SL ‘s target beneficiaries are orphans and
the poorest of the poor in rural communities, teen-aged mothers,
their babies, (up to age 18 yrs as defined in the UNCRC) and their
families.
