Implementation Framework for PRSP

The implementation framework for the PRSP comprise of a) Policy Committees {Inter- Ministerial Committee and DEPAC} and b) Technical Committees i.e. National Technical Committee (NTC), Pillar Working Groups, Sector Working Groups, District Council Committees, Civil Society Monitoring Groups, and c) a coordinating body, DACO.

Inter-Ministerial Committee (IMC)

At the highest policy level, an Inter-Ministerial Committee has been established under the Chairmanship of the Vice President. The committee comprise: the Ministry of Finance, Ministry of Development and Economic Planning (MODEP), Ministry of Education, Science and Technology, Ministry of Agriculture, Food Security and the Environment, Ministry of Health and Sanitation, Ministry of Works and Ministry of Youths and Sports. The committee is responsible for overseeing the PRSP process and provides the necessary guidance for programme implementation.

Development Partnership Committee (DEPAC)

DEPAC provides the forum for continuous dialogue between Government of Sierra Leone and its development partners. DEPAC now meets quarterly to discuss progress made in the implementation of the PRSP and addresses implementation challenges.

National Technical Committee (NTC)

The NTC comprises the technical Heads of selected Ministries, Departments and Agencies of Government as well as representatives of civil society and NGOs involved in the implementation of the PRS.

This Committee guided the finalization of the PRSP and is responsible for (a) coordinating the implementation of the PRS and developing a results framework for each sector, (b) reviewing sector progress and annual plans, (c) reviewing district reports and annual plans, and (d) promoting civil society/NGO participation in implementation. The NTC also provides technical and professional guidance for PRSP implementation, and informs the IMC about progress and problems.

Pillar/Sector Working Groups

In order to facilitate the implementation process, Pillar Working Groups have been established. These groups meet regularly to discuss issues relating to the various sectors and thematic areas within their specific pillars. The findings and recommendations from the Pillar Working Groups form the basis for discussions at the quarterly DEPAC meetings. The composition of the pillar/sector working groups is based on sectoral ministries and the development partners that fund the programmes within the sectors.

Several issues have been discussed at the Pillar Working Groups.

Civil Society PRS Monitoring Groups

In line with the commitment to involve civil society in the monitoring and implementation of the PRSP, DACO has collaborated with ENCISS to create Civil Society PRS Monitoring Groups nationwide. Consequently, a consortium of civil society activists is regularly organizing regional sensitization exercises on the status of implementation of the PRSP.

District Council Monitoring and Evaluation Committees

In line with Government’s decentralisation agenda, all district councils have set up district planning committees.

These committees take the lead in coordinating activities related to the implementation and monitoring of the PRSP at the district.

Development Assistance Coordination Office (DACO)

In addition to coordinating development assistance to Sierra Leone, DACO is also responsible for the coordination of activities relating to the implementation and monitoring of the PRS. In this regard, the office has been expanded to include a Monitoring and Evaluation Unit. DACO also provides secretariat and technical support to DEPAC and all donor Government dialogue.
